Changes to the license models
What DALICC changed in its curated models, when, and why.
A license model is corrected when a reading of the legal text turns out to be wrong. Every correction changes what the compatibility checker answers, so each change below names the reason behind it and links to the record it was made on.
677 changes with the reason "Review finding", page 12 of 14.
-
Common Public Attribution License Version 1.0 version 2 2026-09-24
removed Prohibition: Derive
Review finding Sections 2.1(b) and 2.2(b) grant the right "to use, reproduce, modify, display, perform, sublicense and distribute the Original Code (or portions thereof) with or without Modifications". The record prohibited both odrl:derive and cc:DerivativeWorks, so the compatibility checker treated every adaptation as forbidden. Removed both prohibitions and added the permissions with the duties the license does impose.
-
Common Public Attribution License Version 1.0 version 2 2026-09-24
removed Prohibition: Share alike
Review finding Section 3.1 requires Covered Code to be distributed "only under the terms of this License". The record prohibited cc:ShareAlike, the reverse. Removed.

Cea Cnrs Inria Logiciel Libre License, version 2.1 version 2 2026-09-24
added SPDX identifier: "CECILL-2.1"
Review finding Added CECILL-2.1. The record already carried "CECILL-2.1" as dct:alternative and the Open Source Initiative page for that id as dct:source.
-
Cea Cnrs Inria Logiciel Libre License, version 2.1 version 2 2026-09-24
removed Prohibition: Share alike
Review finding Article 5.3.2 states: "les conditions de distribution du Logiciel Modifie en resultant sont alors soumises a l'integralite des dispositions du Contrat" (the modified software must be distributed under the whole of this agreement). The record prohibited cc:ShareAlike. Removed.
-
CC0 1.0 Universal (CC0 1.0) Public Domain Dedication version 2 2026-09-24
added SPDX identifier: "CC0-1.0"

CC0 1.0 Universal (CC0 1.0) Public Domain Dedication version 2 2026-09-24

Review finding Section 3, the public-licence fallback, was missing from the record although it is the operative clause wherever the waiver fails: it grants a royalty-free, irrevocable, unconditional licence for any purpose whatsoever as a second line of defence. Quoted verbatim into dalicc:additionalClauses.
-
Creative Commons Attribution-ShareAlike 4.0 International version 2 2026-09-24
added SPDX identifier: "CC-BY-SA-4.0"
Review finding The record carried no SPDX identifier although its own DALICC identifier is the SPDX list identifier CC-BY-SA-4.0, whose SPDX seeAlso URL is the cc:legalcode of this record. Added.
-
Creative Commons Attribution-ShareAlike 4.0 International version 2 2026-09-24
added Permission: Charge distribution fee
Review finding dalicc:chargeDistributionFee was missing, although the other four 4.0 records and all 287 Creative Commons ports of the library carry it, and nothing in this licence limits what the licensee may charge: Section 2(a)(1) grants the rights royalty-free and commercial use is expressly permitted. Section 4 of the legal code, the sui generis database rights section, says nothing about fees either. Added, so that the six records of the 4.0 set model the fee question identically. This was flagged before the review in the review of duplicates (see the review method, docs/LICENSE_REVIEW.md section 3).
-
Creative Commons Attribution-NoDerivatives 4.0 International version 2 2026-09-24
added SPDX identifier: "CC-BY-ND-4.0"
Review finding The record carried no SPDX identifier although its own DALICC identifier is the SPDX list identifier CC-BY-ND-4.0, whose SPDX seeAlso URL is the cc:legalcode of this record. Added.
-
Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International version 2 2026-09-24
changed Target asset types: Creative work (i.e. text, picture, sound, movie), Dataset
was Target: (untyped)
Review finding The record carried an empty odrl:target [ ] with neither rdf:type nor dct:type, the only one in the library, so the licence never matched an asset-type facet in POST /licenselibrary/facetedsearch and was invisible in any asset-type filtered result. Filled in with the asset collection its five siblings carry. The defect is listed in docs/DATA.md section 7.
-
Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International version 2 2026-09-24
added SPDX identifier: "CC-BY-NC-SA-4.0"
Review finding The record carried no SPDX identifier although its own DALICC identifier is the SPDX list identifier CC-BY-NC-SA-4.0, whose SPDX seeAlso URL is the cc:legalcode of this record. Added.
-
Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International version 2 2026-09-24
added Permission: Charge distribution fee
Review finding dalicc:chargeDistributionFee was missing, although the other four 4.0 records and all 287 Creative Commons ports of the library carry it, and nothing in this licence limits what the licensee may charge: Section 2(a)(1) grants the rights royalty-free and the NonCommercial definition only excludes uses primarily intended for commercial advantage or monetary compensation, which is the same test that the BY-NC and BY-NC-ND records of this set already model alongside the same permission. Section 4 of the legal code, the sui generis database rights section, says nothing about fees either. Added, so that the six records of the 4.0 set model the fee question identically. This was flagged before the review in the review of duplicates (see the review method, docs/LICENSE_REVIEW.md section 3).

Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International version 2 2026-09-24
changed Title: "Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International"@en
was Title: "Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International "@en
Review finding The title literal ended with a trailing blank, "Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International ". Removed. Thirty six further records of the library, all of them NonCommercial-ShareAlike ports in other review groups, carry the same defect and need the same sweep.
-
Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International version 2 2026-09-24
added SPDX identifier: "CC-BY-NC-ND-4.0"
Review finding The record carried no SPDX identifier although its own DALICC identifier is the SPDX list identifier CC-BY-NC-ND-4.0, whose SPDX seeAlso URL is the cc:legalcode of this record. Added.

Creative Commons Attribution 4.0 International version 2 2026-09-24
changed Logo: 88x31.png>
was Logo: 88x31.png>
Review finding The record was the only one of the 343 in the library still pointing at the retired host i.creativecommons.org for its licence button, while 291 records use licensebuttons.net. The old host redirects to the new one and the image is the same. Updated for family consistency.

Computer Associates Trusted Open Source License 1.1 version 2 2026-09-24
removed Prohibition: Share alike
Review finding The license states that the Program and every Contribution are "governed by the terms of this License" and requires source availability for any distribution. Prohibiting cc:ShareAlike asserts the opposite. Removed.
-
Boost Software License 1.0 version 2 2026-09-24
removed Prohibition: Grant use
Review finding The grant runs "to use, reproduce, display, distribute, execute, and transmit the Software, and to prepare derivative works of the Software, and to permit third-parties to whom the Software is furnished to do so". The record prohibited odrl:grantUse, the exact opposite. Removed the prohibition and added the permission.
-
Boost Software License 1.0 version 2 2026-09-24
added Permission: Grant use
Review finding cc:ShareAlike was modelled as a permission carrying a cc:Notice duty. cc:ShareAlike is a duty term: as a permission it means nothing the general grant does not already say, and the dependency graph treats an asserted share-alike as contradicting odrl:grantUse, which is why the record had to prohibit sublicensing to stay consistent. The Boost license imposes no share-alike. Removed. Flagged by the family conventions checked before the review.
-
Boost Software License 1.0 version 2 2026-09-24
removed Permission: Share alike, with the duties Notice
Review finding cc:ShareAlike was modelled as a permission carrying a cc:Notice duty. cc:ShareAlike is a duty term: as a permission it means nothing the general grant does not already say, and the dependency graph treats an asserted share-alike as contradicting odrl:grantUse, which is why the record had to prohibit sublicensing to stay consistent. The Boost license imposes no share-alike. Removed. Flagged by the family conventions checked before the review.

Review finding dct:source pointed at https://spdx.org/licenses/BSD-4-Clause-UC.html, the University of California specific license, while spdx:licenseId says BSD-4-Clause, which is the generic one. Repointed dct:source at the generic SPDX page and added the same URL as cc:legalcode, which was missing entirely.

Review finding The disclaimer paragraph was missing although every sibling record carries it. Added, quoted from the text.
-
The 3-Clause BSD License version 2 2026-09-24
added Legal code: BSD-3-Clause
Review finding The record had no cc:legalcode, so nothing in it pointed at the license text. Added the Open Source Initiative URL that dct:source already used.

Creative Commons Attribution-NonCommercial 3.0 Romania version 2 2026-09-24
changed Target asset types: Creative work (i.e. text, picture, sound, movie), Dataset
was Target asset types: Creative work (i.e. text, picture, sound, movie)
Review finding The record targeted dalicc:CreativeWork only, while the 4.0 International parent CC-BY-NC-4.0 targets dalicc:CreativeWork and dcmitype:Dataset. This port settles the sui generis database right expressly. Section 1 defines "Opera" to include "o baza de date in conformitate cu definitiile din legislatia in vigoare privind drepturile de autor si drepturile conexe" (a database as defined by the copyright and neighbouring rights legislation in force), Section 3 grants "in cazul in care opera este o baza de date, dreptul de a extrage si/sau a reutiliza parti substantiale din Opera" (where the work is a database, the right to extract and reuse substantial parts of it) and closes with "Daca Licentiatorul este titularul drepturilor sui-generis asupra unei baze de date, in conformitate cu legea nationala care implementeaza Directiva Europeana privind Bazele de Date, Licentiatorul va renunta la aceste drepturi" (if the Licensor holds sui generis database rights under the national law implementing the European Database Directive, the Licensor waives them). Section 4 adds that the restrictions do not apply to the parts of the Work that qualify only under the Romanian sui generis database right. Because the legal text names databases as licensed subject matter and disposes of the database maker's right in the grant itself, dcmitype:Dataset was added here rather than left as a proposal, which is how the same question was decided for the Portuguese, Czech and Azerbaijani ports. The ports in this review group whose text has no database clause at all, Ecuador and Brazil, keep the proposal.

was Warranty disclaimer: "Prin punerea Operei la dispoziţia publicului în conformitate cu dispoziţiile prezentei licenţe, Licenţiatorul declară d...
Review finding The clause was quoted from the wrong element set. The warranty clause of the Romanian port carries an internal cross reference to the royalty paragraph, and the letter and article of that reference differ per element set: the Attribution and Attribution-ShareAlike legal codes say "articolul 3 litera (f)", this one says "articolul 4 litera (e)". The record carried the Attribution wording. Requoted from this legal code, so that the field is now verbatim. Section 5 is headed "Garantie si exonerarea de raspundere" and carries two things at once: an affirmative good faith representation by the Licensor that it has obtained the rights needed and that the Work infringes nobody, and then the disclaimer sentence "Cu exceptia cazurilor prevazute expres in prezenta licenta sau intr-un alt acord scris, sau cerute de legea aplicabila, Opera este pusa la dispozitie fara vreo garantie de orice fel, expresa sau tacita". The record holds the whole section, which is the accurate reading of the field, since the section does contain a disclaimer. Section 6 (Limitarea raspunderii) sits in dalicc:LiabilityLimitation on its own.

changed Target asset types: Creative work (i.e. text, picture, sound, movie), Dataset
was Target asset types: Creative work (i.e. text, picture, sound, movie)
Review finding The record targeted dalicc:CreativeWork only, while the 4.0 International parent CC-BY-NC-4.0 targets dalicc:CreativeWork and dcmitype:Dataset. This port settles database rights expressly: the last sentence of Section 3 waives the sui generis right, so that where the Licensor holds the exclusive rights of Chapter III of Decreto-Lei 122/2000, which implements Directive 96/9/EC in Portuguese law, the Licensor "declara expressamente renunciar a esses direitos", and Section 4(e) adds that the restrictions do not apply to the parts of the Work protected only by that database maker's right. Beyond that, the definition of "Trabalho" in Section 1 names "uma base de dados que, pela seleção ou disposição do respetivo conteúdo, constitua uma criação intelectual" and "um programa de computador" among the licensed subject matter. Because the legal text names databases as licensed subject matter and disposes of the database maker's right in the grant itself, dcmitype:Dataset was added here rather than left as a proposal. The ports in this review group whose text has no database clause at all keep the proposal.

changed Target asset types: Creative work (i.e. text, picture, sound, movie), Dataset
was Target asset types: Creative work (i.e. text, picture, sound, movie)
Review finding The record targeted dalicc:CreativeWork alone, while the 4.0 International parent CC-BY-NC-4.0 targets dalicc:CreativeWork and dcmitype:Dataset. This port licenses database rights expressly. Paragraph 3 lists "Pobieranie danych z Utworu oraz ich wtórne wykorzystanie" (extraction of data from the work and its re-utilisation) as one of the fields of exploitation granted, and the paragraph closes with the licensor waiving the sui generis right under the law implementing Directive 96/9/EC of 11 March 1996: "Licencjodawca zrzeka się tego prawa", with an undertaking not to exercise it where the waiver is ineffective. Paragraph 4(e) adds that the restrictions in 4(a) to 4(d) do not apply to a work, or a part of one, that is a work under this licence only because it is a database that is not itself an authored work. Because the grant of the database right is explicit in the text, dcmitype:Dataset was added rather than proposed.

Review finding The record targeted dalicc:CreativeWork only, while the 4.0 International parent CC-BY-NC-4.0 targets dalicc:CreativeWork and dcmitype:Dataset. This port settles the sui generis database right expressly. Section 1 defines "Frembringelse" to reach beyond works under section 1 of the Norwegian Copyright Act to subject matter protected under "åndsverksloven kapittel 5", the chapter on neighbouring rights that contains the database and catalogue right of section 43. Section 3 closes with "Dersom lisensgiver innehar databaserettigheter eller lignende i henhold til aandsverklovens section 43 og EUs databasedirektiv, fraskriver lisensgiver seg disse rettigheter" (if the licensor holds database rights or the like under section 43 of the Copyright Act and the EU database directive, the licensor waives them). Section 4(e) adds that the restrictions do not apply to the parts that fall inside the definition only because they meet those criteria. Because the legal text names databases as licensed subject matter and disposes of the database maker's right in the grant itself, dcmitype:Dataset was added here rather than left as a proposal, which is how the same question was decided for the Portuguese, Czech and Azerbaijani ports.
